4-Inches of the wires are lost in routing the cable right or left. The cable is measured from the side of the 10-Pin connector to the end of the wire, into the 24-Pin motherboard power connector. The shown 16" will travel right 6-Inches, the elbow bends 90 degrees and the wire will reach another 6-Inches. You can see how 4-Inches are lost for the length of the (10+18) Pin Connectors, because the length of the wire runs the length of the connectors and it is curled into the connectors.
